  Dall W. Forsythe
Dall Forsythe is a senior fellow at the Robert F. Wagner Graduate School of Public Service at New York University and a member of the Municipal Securities Rulemaking Board. Dr. Forsythe served as budget director for the State of New York and chief budget officer for the New York City public schools. He was also a managing director in Lehman Brothers’ public finance department, chief administrative officer of the Episcopal Diocese of New York, and chief financial officer of the Atlantic Philanthropies. Dr. Forsythe has held faculty positions at Columbia University; the Kennedy School at Harvard; the School of Public Affairs at Baruch College (CUNY); and SUNY’s University of Albany. He was a senior fellow at the Rockefeller Institute of Government in Albany, and is the author of Memos to the Governor: An Introduction to State Budgeting. He received a bachelor's degree and a PhD from Columbia University.
     
  Michael P. Jacobson
Michael Jacobson is the director of the City University of New York's (CUNY) Institute for State and Local Governance and a professor of sociology at the Graduate Center of CUNY. Prior to joining CUNY in May he was the director of the Vera Institute of Justice for almost 9 years. He is the author of Downsizing Prisons: How to Reduce Crime and End Mass Incarceration (New York University Press 2005). A PhD in sociology, he has an ongoing academic career as well as over twenty five years of government service. From 1998 to 2005 he was a professor at the John Jay College of Criminal Justice and the Graduate Center of the City University of New York. He was the New York City Correction Commissioner from 1995 to 1998. From 1992 to 1996, he was New York City's Probation Commissioner. He also worked in the New York City Office of Management and Budget from 1984 to 1992 where he was a deputy budget director. In October 2010 he was appointed to the New York State Permanent Sentencing Commission by Chief Judge of New York State, Jonathan Lippmann.
     
  Timothy Ross
Timorthy Ross is a managing partner at Action Research Partners. Tim has conducted studies and published reports in child welfare, juvenile justice, health, law enforcement, housing, corrections, and other fields. During his 10 years at the Vera Institute of Justice, he served as senior research associate, director of research, and director of the Child Welfare, Health, and Justice Program. He is a member of the New York City Administration for Children’s Services Commissioner’s Advisory Board and the author of Child Welfare: The Challenges of Collaboration (Urban Institute, 2009) and co-author of The Experiences of New York City Foster Children in HIV/AIDS Clinical Trials (Vera Institute of Justice, 2009).
