This opinion piece calling for reinstating Pell Grant funding, which was denyed to those recieving higher education in prison through the 1994 Crime Bill, cites Vera's Price of Prisons report's finding that the average annual cost per prisoner in the U.S. is more than $30,000. Vera is providing technical assistance to jurisdictions participating in the recently announced Second Chance Pell Pilot initiative, an experimental program to reinstate Pell Grants in prison, as part of the Expanding Access to Postsecondary Education project.
